Keep. As long as the file has a free license and is within Commons:SCOPE it does not matter if it is based on sources. It could be pure fiction. However, it would be useful if the description could be improved. My inexpert suggestion would be "map of Europe with these countries shown in red: Germany, Austria, Switzerland, Poland, Czech Republic, Slovakia, Slovenia, Hungary".
