While this file may be under a free license, there is no Freedom of Panorama for "public interiors" in Germany. This image was taken in a museum, and COM:CRT/Germany states "Buildings such as museums, public collections, churches, or administrative buildings are not "public" within the meaning of the statute, and thus photographs of works exhibited in their interior do not qualify for § 59(1)." The statue could not have been constructed prior to 1981 as that is when Cats (musical) premiered. As such, this image is copyright infringement in its home country, Germany, until at least 1 January 2052 (assuming the author died the earliest possible year the wax sculpture could have been created, 1981+70+1) and should therefore be deleted.
