It's unlikely that Generalitat de Catalunya took this picture. It was taken years before he got into government, and appears next to family photos (which obviously weren't taken by the government) at http://www.president.cat/pres_gov/president/ca/president-puigdemont/biografia.html .
Unless the photographer was a government employee (unlikely), or signed it over to the government, it's not under the government license. Mattflaschen - Talk 02:15, 6 October 2017 (UTC)

- This photo is into an official website of the Catalan Government, and if the photo is there means that everyone who want can use it in accordance with the terms of use and licences of the Generalitat de Catalunya.
