This my copy from participation in Blue Ridge's first line crossing ceremony on it's maiden voyage to Rio in 1971. This is not a blank copy of the companies product. - It is a derivative work of a copyrighted certificate, clearly marked Copyright Marine Photo & Publishing Company 1954. It does not matter if it is blank or not, the base certificate is marked copyrighted. Unless there is some other reason for it being PD, like the underlying image is not sufficiently original to be allowed copyright.
