Cline has been notified of this DR. It has been ten days since he incorrectly claimed that an OTRS permission had been sent. In my experience, there is little to "sort out" -- either the artist sends a license more or less immediately after contact or he says "I'll think about it" or words to that effect and then does nothing. I always thought OTRS pending was that the request had been made and that we get a couple weeks to sort it out. Those of us who aren't up on the nuances of Commons admin are still acting in good faith. But OK... it's Mike's concern, I guess. Montanabw (talk) 20:02, 24 February 2015 (UTC)[reply]

so, no, it means that the licensor has sent the license and we're waiting on OTRS. The theory is that the closing Admin can then check the OTRS message before closure.
Perhaps we should have a template for "OTRS requested", but, as I said above, I'm not sure how useful it would be -- almost all the time, either the creator sends the license immediately or he doesn't send it at all..     Jim . . . .
