The photograph seems to have been taken in Sweden. Under Swedish law, clothes are often copyrighted by the tailor. See for example NJA 1995 p. 164 (knitted tunic) or RH 1995:128 (various jackets). The clothes that this person is wearing look very artistic, so there should be no doubt that they are copyrighted, and the clothes seem to be an important part of the image.
