Leaning towards  Keep There are not many images in Category:Liberation War Museum and this is the only one depicting this particular gate and sign. It seems that the persons are accidentally in the image (the man in the foreground is not posing for the picture, but walking through). I do not see, however, what rules Bangladesh has for photographs of identifiable people in public places in the table at Commons:Photographs of identifiable people.
