I have not found the site (referred to by the author) http://www.dmb-lv-westfalen.de/ is owned by the German government and the Bundeswehr. it is not PD-BW. Watch this site - Copyright (c) 2007 LV Westfalen. Alle Rechte vorbehalten. Agent001 (talk) 10:51, 16 August 2012 (UTC)

But the linked document itself is relesed by the German government and the Bundeswehr (See page 2 of PDF). So the document itself is PD-BW. A copy of the document itself is just hosted on their page. --Flor!an (talk) 11:00, 16 August 2012 (UTC)
