This is derivative work of big image, which in my opinion is not de minimis, but main object of the photo. There is no freedom of panorama in Libya. Copyright of simple photos lasts only 5 years in Libya, but this is not a simple photo. Copyright lasts probably 30 years from creation. Taivo (talk) 18:25, 22 April 2015 (UTC)[reply]

I think the big image is not the main subject of the photo. The photo tries to show that workmen are making an advertisement of Gadaffi, not to show what looks the advertisement like.
