This file depicts a signature in combination with a drawing of an angel's wing (see description). This is no longer a case of a typical signature per COM:SIG#Germany. Hence, we would need a written permission by the author. The uploader used the {{Bild-frei}} tag when this file was uploaded first to de:wp. - I quote Com:Sig#germany: However, there may still be copyright be if the signature is sufficiently complex to become a protectable artistic work (e.g. because it has more creativity than this image - see above).
