Hi there - these arms were assumed by General Ricardo Wall y Devereux, as too by his family, and were officially recognized by the Spanish royal court (on at least 2 occasions, so far as I can see, once in 1737 when he was given command of a regiment which bore his family livery (i.e. heraldic) colours and also in 1763 upon his retirement as Spanish PM (and granted royal landed estates). Coats of arms are intrinsically meant for public display & so long as they are not bogus (i.e. approved (with royal authority) in England, Scotland, Ireland (of old), France, Spain or wherever) they are most definitely allowed, moreover meant, to be for public display - that is the whole purpose of their existence! PS. the image is scanned from Libro d'Oro (which in any event did not create the artwork but reproduced the arms from elsewhere!)
