I'm not sure that the statement WHO must be mentioned in accompanying text and/or given credit is enough to assume that the image is otherwise in the public domain. Requiring credit doesn't mean that other rights have been released. –Tryphon 12:58, 9 December 2009 (UTC)[reply]

  •  Delete per nom. The image description page does indeed say that WHO must be mentioned in credit, but says it is a "WHO/Novosti photo" (Novosti presumably refering to the USSR news service) and that the location is Moscow, so the Commons license tag claim that this is a work of the U.S. Federal Government seems dubious. Note also that the nlm.nih copyright page [1] says in part "The Library generally does not own rights in its collections and cannot grant or deny permission to publish or otherwise distribute material in its collections." -- Infrogmation (talk) 14:17, 9 December 2009 (UTC)[reply]
