The source information is inadequate. There is no author, date taken, publication date (important for the stated license) or initial publisher.
It says the source is http://www.el-shazly.com/ , which is a currently-broken website about him from "American Mideast Research and Publishing". It looks like the photos gallery was at [1] . Internet Archive shows the photo there (7. PHOTO-10), but without any source information. There is no information at the individual photo page ([2]) either. It's also at [3] (a different version of the site), but still without a source
However, that site is unlikely to be the copyright holder anyway. The file page here also does not say where the picture was taken. [4] gives a caption of "As the Ambassador to Britain." If we ambassador to Britain at the time, it's quite possible it was taken in Britain. I think that would make the stated license invalid. Also, even if it is public domain in Egypt, no reason is given for being public domain in the U.S.
