The website specified as a source, www.pcparsi.com does not contain any statements to the effect that any of the photos posted there are free. On the contrary, most photo pages are marked below as "Copyright 2006-2009 Pcparsi group", see for example http://www.pcparsi.com/عکسهای-امیر-حجوانی-و-هنرمندان-محبوب-ایرانی-21212.html The uploader User:Amir hossein alvandi appears likely to be a sockpuppet of User:Amir.Hossein.7055, see Commons:Administrators' noticeboard/User problems#Cross-wiki sockpuppeteer, whose other socks tried to upload other copyvio images of the same subject in the last few days. I fully agree. Aditionally the content creator is named as TV3, it is a television screenshot. The permission is described as comming from the press office of the Coach of Perspolis FC. Its clear that an press office of Alpha can not take something from Omega and release the intellectual property that Omega has on its content. Alpha and Omega are not related. --Martin H.
