Probable Freedom of Panorama issue, which Latvia lacks for commerical purposes. I have not managed to find out who the architect is – Latvijas dzelzceļš don't know either – but according to them, it was built during "Soviet times", which in Latvia means it's unlikely that the architect died prior to 1947.
