This file says it is in the public domain in Indonesia because it was published and distributed by the Indonesian government. Note the language of the description says "published", not "created", and so if this was first released by the Indonesian government (although unlikely) it would be in the PD in Indonesia. HOWEVER, this would still be copyrighted by Airbus in most jurisdictions, including the United States where Wikimedia servers are located. Thus, it should be deleted as a copyright violation.
