Due to the URAA, this file is unlikely to be free in the US as it would certainly have been copyrighted in Pakistan until at least 2000 (the subject attained the rank illutrated here in 1949, and Pakistani copyright terms are 50 years for government works). There does not seem to be a statement from the Pakistani government that expiry of governmental copyright applies worldwide in the way it exists for, say, British Crown works. The CC license also given on the page is unsubstantiated; The original source given was a third-party website, and there seems to be some apparently inconclusive VRT correspondence in the page history.
