Permission is not perfect. File was uploaded by Anne Pannrucker. She is a photographer for Jugendherbergszentral Lëtzebuerg - see http://youthhostels.lu/usersimage/File/Kompass/Kompass_50.pdf. Sadly lb-wiki has not been using OTRS for permissions and uploader is no longer active.

Anne Pannrucker has uploaded about 14 images. I only moved one here to get a "keep or no keep". If result is "keep" I will move the rest of the files to Commons.

As a photographer Anne Pannrucker should know copyright and what it means to release photos under a free license. So we could asume that has made sure to get all the relevant permissions from the photographers and Jugendherbergszentral Lëtzebuerg. We could also deside not to keep without a written permission "just to be sure".

The photos was uploaded to be used in the articles about Jugendherbergszentral Lëtzebuerg so it was some sort of advertising so I find it likely that Jugendherbergszentral Lëtzebuerg has accepted or initiated the upload. But lb-wiki desided that it was ok to keep it so therefore the files are in scope.
