No evidence to support the claim that this a work licensable via {{PD-USGov}}. At non-US Gov. source http://www.hawaiiarmyweekly.com/2012/08/24/footsteps-in-faith-leaders-be-bridges-for-soldiers-not-bridges-linking-to-nowhere/ (2012, © Hawaii Army Weekly 2015. All rights reserved) the file (and edited exif) is credit with "Courtesy photo" and was already published in (examples) 2006 via http://www.heartofeugene.org/Sermons/2006/LastWillTestament.htm = http://www.heartofeugene.org/images/Bridge.jpg (last modified: 2006) or https://revgoforth.files.wordpress.com/2011/05/otm-bridge-to-nowhere-900x602.jpg, where the watermark "© Vincenj J. Musi" indicates to be a work by National Geographic photographer Vincent J. Musi (official site http://www.vincentjmusi.com/).
