Doesn't mean it is out of scope, it seems to be a CCTV image, they are always low resolution and it could be educational as an example of a CCTV image. Given the location of the uploader, it is more likely that the word is the acronym of China Central Television (which is the most accepted meaning of CCTV in China) and the number 12315 is the number of customer rights hotline. What's more, given this search result, it is apparent that the creator behind these pictures are human beings, not mounted cameras. - Siyuwj (talk) 01:32, 10 January 2018 (UTC)
