Very high profile building, shown on Korean dramas. But it appears to be a copyrighted building after all, and Korea has no commercial freedom of panorama. Per this site, the author was Architect Kim Swoo-geun (김수근), who died in 1986. There is no indication that he granted a free license through {{KOGL}} or other copyright-free licenses for any images of the public and government-owned building he authored.
