No FOP in Japan for artistic works, this sculpture was erected by Nishimori Hōshō (西森方昭) who is a living person. Because the copyright still exists, unfortunately Commons can not hold this file. See here and there. Y.haruo (talk) 19:07, 12 September 2019 (UTC)
