Not sure whether this file fell under the criteria with {{PD-PRC-exempt}}, as Xinhua News Agency is not an direct administrative agency under Chinese government. Moreover, Xinhua net claimed that all the matrials from their site are copyrighted. The main point is that not sure whether Xinhua News Agency = Xinhua net as there is no mention on this. 219.79.126.183 00:19, 26 February 2019 (UTC)
Delete. It is clear that Xinhua News Agency is not directly under the Chinese govt. It is known as a state media. That's enough. Obviously doesn't fit any criteria of ROC-exempt. --158.182.178.117 01:55, 26 February 2019 (UTC)

Also, even if you wish to keep the file per PRC Copyright Law §5.2 (news), this is not a global license, and the file itself is still copyrighted outside PRC, including US, so the file is still unfree.
