Violation of copyright. (1) Deletion nomination in Feb. was closed wrongly. The GWOIA is only valid for "the Executive Yuan's website" (i.e. " www.ey.gov.tw ", not "websites"), and it is not valid for the "Executive Yuan History Display" website ( history.ey.gov.tw ). (2) Even though the same image can be found at "www.ey.gov.tw"( [1]), the page containing this image specifically states "All content is copyrighted by either the Executive Yuan or another party. Any usage of this content requires the agreement or authorization of the original copyright owner(s), unless this usage qualifies as fair use.", so I think this image is excluded by GWOIA. Additional note is that the GWOIA excludes this kind of image because of Article II-C, "For some videos, photos, sheet music and contracted case writings or other works, the administration must especially state that the approval must be duly obtained before use." In the earlier DR: Commons:Deletion requests/Files uploaded by Bingobingo102080, closed by User:Rosenzweig, they decided to keep the image based on {{GWOIA}}, as mentioned on the file page. I come to another conclusion. The text about copyright of the source website of Executive Yuan, on this page allows free use and even changes of the material. However, lower on the page (translated with Google translate) it is written: “In using the materials and materials provided by this license, the relevant information must not be maliciously altered. If the information displayed after use does not match the original materials and materials, the user shall bear civil and criminal responsibilities.” Imho this is not compatible with the licensing on Commons and not in agreement with {{GWOIA}}. Licenses on Commons all allow alterations/derivative works without any exceptions (apart from personality rights perhaps). Therefore the file must be deleted imho.
