This is presumably a painting by w:de:Clifford Holmead Phillips, who died in 1975. It was uploaded by Holmead Nachlass. Wiktionary indicates that 'Nachlass' means 'Writings remaining unpublished at an author's death', so the account holder may own the copyright of the this painting. This should be confirmed through COM:OTRS.

The declarations 'Source: Own work, Author: Holmead Nachlass' are unsatisfactory ('Quelle: Eigenes Werk, Urheber: Holmead Nachlass' if the page is displayed in German). The name of the painter should be specified in these fields, and normally also the name of the photographer. In this case it may be acceptable to omit the photographer's name as this is a faithful reproduction of a two-dimensional work of art (by extension from the discussion in COM:PDART). If the photographer is unknown then put something like 'Painting by Clifford Holmead Phillips, photograph by unknown photographer', or the equivalent in German. {{Art Photo}} is convenient to format the information nicely and display it in multiple languages, but you don't have to use this template.
