  • Comment: The file is in the public domain, so that is not a reason for deletion. "Acquisitions documentation transferring all rights to the Archives is obtained from the donor at the time of the transfer."[1] (as can be found by a small detour through [2]). And "There is no known copyright"[3]. The only questions are about the scope and the version. This file is not in use and the only category is "category:people". Is the subject notable? Is this not out of scope? Also, can the uploader please better explain the purpose they intend for this new version, where they added a black rectangle for background? If the subject is notable or if a use is intended, why this new version instead of the other version that is already on Commons? -- Asclepias (talk) 17:54, 20 July 2019 (UTC)[reply]

Duplicate: I have asked comment in Village pump/Copyright and seems that {{Attribution-FLGov-PhotoColl}} is ok for this. Also serch a notice in https://archive.org/details/copyrightrecords?and[]=year%3A%221974%22 copyright office publications from 1974 but could not find "Earl Solomon" or "E. Solomon". Anyway I'll prosses it as dulicate of File:Portrait of 17 year old Earl Solomon - Tallahassee, Florida (38068975132).jpg.
