Simple work is copyrightable in Russia. The free replacement (in text form) is exist - "Указ Президиума Верховного Совета СССР о лишении гражданства СССР и выдворении за пределы СССР Солженицына А. - Nope. News in this point is news as itself (as event, as fact). Specific video/audio/text/photo from news report about event/fact is copyrighted. For example, reporter from some media agency was single eyewitness of some event, his/her agency can not to prohibit other agencies to make their reports about this event, and all their reports are copyrighted. - There's no such interpretation in the related law. The current wording reads: announcements about events and facts that have an exclusively informative nature (news-of-the-day announcements, television program timetables, transport timetables, etc.). The file is literally an announcement of a decree of the Presidium of the Supreme Soviet which also falls under "official documents of state bodies" of PD-RU-exempt. - There are such interpretations in the jurisprudential commentaries and respective judicial opinions. P.4 of PD-RU-exempt is the Russian variant/analog of PD-ineligible for non-creative works. We can rewrite news reports. We can not declare, that some specific news report is ineligible to copyright due to lack of creativity, only court can (The Supreme Court of the Russian Federation, Part 80 of Session Resolution No. 10 of April 23, 2019 on Application of Part IV of the Civil Code of the Russian Federation, see cite below). - I do not see any copyrightable creative work in this TASS report, it almost entirely reports the content of a public domain document: "By the decree of the Presidium of the Supreme Soviet, for systematic actions incompatible with the citizenship of the USSR and causing harm to the Union of Soviet Socialist Republics, Solzhenitsyn A. I. is deprived of the citizenship of the USSR and expelled from the Soviet Union on 13 February 1974. Solzhenitsyn's family can visit him whenever it deems necessary". That's about it. - As I have cited The Supreme Court - work is creative on default: the user's PoV is unimportant, only court defines lack of creativity. Simplicity is not criterion of copyrightability, Black Square was copyrighted, and it is in PD because of copyright term expiration, not simplicity. Alex Spade (talk) 08:19, 7 December 2023 (UTC)
