Keep A reasonably high-resolution panorama of a city, clearly usable to illustrate that city. Unless you can point to specific other photos we have on Commons that illustrate essentially the same scene in equal or higher quality, this easily passes the "educational value" test. This isn't (for example) a photo of a group of non-notable people on a beach party, but similar to many photos that are used in Wikipedia or Wikivoyage infoboxes all the time.
