The author has already uploaded other people's files under his own name, and this case looks exactly like that + there is no publication date. — Ирука13 13:35, 19 April 2020 (UTC)
- That's weird. If you are not sure about the license, why would you transfer this file here in first place? You could have also asked Білецький В.С. directly: he is 70, not a professional photograph nor a copyright expert, thus he is known for poorly describing his uploads. However, unlike a 1943 (where he clearly used the wrong template) this picture is not unreasonable: they are both local activists in Donetsk Oblast and could have met, and Білецький В.С. could have cropped him from some group photo or something like that. It is more reasonable to ask the uploader directly, but definitely not to upload just to nominate for deletion immediately — NickK (talk) 14:47, 19 April 2020 (UTC)

- @Iruka13:
- If you believe you do not have permission to upload it, why did you upload it? COM:OTRS says: I do not have permission to use the file and it has not been released under a free license. Commons can only accept images that are under a free license or in the public domain. If the file does not fall in one of those two groups, please do not upload it.
- If you believe you have permission to upload it (you seem to know COM:OTRS), why are you nominating it for deletion? COM:PRP requires a significant doubt, not just a simple precaution — NickK (talk) 16:24, 19 April 2020 (UTC)
- Even Ukrainian-Wiki administrators admit that there is a low level of knowledge among ordinary users in the field of file licensing; I have devoted enough time to studying the contribution of the participant so that I have sufficient reasons for making the file for deletion: every time I make an edit, I put my name on it. — Ирука13 17:13, 19 April 2020 (UTC)
- @Iruka13: Why did you move it to Commons then if you had sufficient reasons to consider this file problematic? — NickK (talk) 19:01, 19 April 2020 (UTC)
- According to the unwritten rules of Ukrainian-Wiki, for a given file this is the only way to remove it from Ukrainian-Wiki (see uk:Вікіпедія:Статті-кандидати_на_вилучення/18_березня_2020#Файл:5_korp.jpg). — Ирука13 19:08, 19 April 2020 (UTC)
- @Iruka13: So basically you created a file on Commons with the sole purpose of getting it deleted from Commons. I believe it is a textbook case of COM:POINT — NickK (talk) 19:39, 19 April 2020 (UTC)
