Please do not use NOAA or NHC categories for images. For instance put Category:Hurricane Ian for all related images to that hurricane. Have a look to the changes of categories I have done on your uploads.

Please reverse your undoing of my edit ( https://commons.wikimedia.org/w/index.php?title=File:Temora_Twister_February_2007_-_panoramio_-_David_Holt.jpg&oldid=prev&diff=737746562&markasread=60541822&markasreadwiki=commonswiki). This is not a picture of a tornado but from a strong dust devil as the funnel is in blue sky in a dry environment of interior Australia. It is not because it is titled "twister", a very general term, that it is a tornado.

In this image, some parts of the object and subject are affecting France, Iraq, Libya and Syria, where as linked, all of them are  Not OK for the purpose of COM:FOP. Nice template but not correct. NEXRAD radar are owned and operated by the NWS exclusively. Category:TDWR radars are owned and operated by the FAA and military radars are owned by the US Defense department.

I will comment though; even though the ownership part might have a small little typo in it. Does this count as a valid PD rationale?

I found an ArcGIS StoryMap directly produced by the National Weather Service in collaboration between their Dallas and San Antonio forecast offices. (URL: https://storymaps.arcgis.com/stories/05696a8e01bc4e91a0a941290a62e86d) and it features the very same dead man walking tornado picture that is currently being nominated for deletion. Would that StoryMap since it’s directly produced by the NWS count as a valid PD rationale, even though it isn’t explicitly on a .gov website? I’ll add that it does link directly from the NWS San Antonio page on event summaries. So it was clearly made by the National Weather Service. Plus the specific StoryMap page has the NOAA/NWS logo on it, which are both registered trademarks of the aforementioned NOAA/NWS. If ArcGIS was unilaterally using those logos; they’d probably be sued by the federal government for trademark infringement. Just as a side note @Rlandmann, I found actual written proof that the National Weather Service indicates whether or not a particular picture on their website is under copyright protection. Just to warn in advance. There is a deletion request affecting all Non-NWS images on NWS servers. And that argument is currently veering towards deletion. If the consensus is to delete. I checked the archived discussion at VPC. You did not provide proof of the NOAA reply. There was already a deletion request regarding the image, which determined it is public domain. The image is in the NOAA photo library, which states “Images in the NOAA Photo Library are in the public domain and cannot be copyrighted. There is no fee for downloading any images on the site. Educational use is encouraged as the primary goal of the NOAA Photo Library is to help all understand our oceans and atmosphere.” Do not revert the edits back without a full discussion (probably signed off by an administrator) a true reason to overturn the U.S. government template, which has already been checked, confirmed, and discussed. You can’t take back copyright licenses? Like, that image has been in the public domain for years. Legally, they can’t say it isn’t public domain anymore. This is one of the most used photographs of a tornado in the world. Tineye reverse search showed nearly 300 instant uses, including big-name media like WIRED and The Weather Channel. Sorry if I do not believe you, but I highly doubt NOAA actually said it isn’t PD anymore. I even found The Washington Post using it, crediting NOAA because it is in the public domain. RfC: Third-party images published by the National Weather Service

I've now reviewed 1,000 images uploaded under the rationales expressed in the {{PD-NWS}} template and requested deletion of several.

The arguments for deletion, and to keep, are now following repetitive, predictable patterns and it would greatly help all involved if we could centralise discussion and obtain some wider community input.

Therefore, I have opened an RfC to gather opinions. Apologies in advance: it's long and detailed, but is frankly nothing compared to the words and time expended by all parties up to this point. Probably the most crucial issue revolves around how we interpret a general disclaimer published at weather.gov (Q.1 in the RfC).

Access to Weatherwise journal?

Do you by any chance have online access to Weatherwise? I'm trying to nail down first publication of File:June_8_1966_Southwestern_Topeka_Kansas_tornado_damage.jpg. I can see it was printed in https://www.tandfonline.com/doi/abs/10.1080/00431672.1966.9930516 but I don't have access and would rather not fork out $60 for the privilege of viewing one article!

I don't think that was the first publication; but it might help with the paper trail of zeroing in on what was. My working hypothesis is that it first appeared in a Topeka newspaper with no notice, but I can't prove this yet, and the AP had acquired the rights within 48 hours of the disaster.
