Hi. On '14:47, 22 March 2008 ABF (Talk | contribs) deleted "Image:Turkish battleship Mesudiye.jpg" ‎ (Deleted because "Was in Category:Unknown as of 14 March 2008; still missing essential information". using TW)'

I have more recently acquired an interest in the page where this image was used, and was wondering exactly what the problem was and whether it can be restored. The image had been transferred and deleted from the English wiki, where it has now been undeleted. However, there does not seem to be an obvious problem why it should not be here. No problem. There is no real source. User:GeorgHH marked it with the {{Nsd}} tag. The author and his date of death was missing. And in the image which is now at that place its the same. abf /talk to me/ 08:11, 1 August 2008 (UTC)

There are a lot of similar files from Category:GWPDA which seem happy here (not to mention many many where the author is unknown). I imagine the original upload was at least partially tagged GWPDA, but as it was deleted and a new one uploaded rather than undeleted I can't tell. There seems to have once been a debate about it and some GWPDA files were fixed up to people's satisfaction while othes got deleted before anyone attended to them. There where two issues about that Image: Once there was a native-languaged user who told me there is a problem with comercial use of that Image and the second thing was that the permissioning person is not clearly the photographor (there was no corespondence with the OTRS afaik. The deleted image is absolutely identical to this one, as linked from here, where the name Nikola Gruev stays just under the right bottom corner of the picture. This is the name of the photographer whom my colleague User:5ko (Petko Yotov), one of the founders of the BG WP branch, asked for permission almost 4 years ago. This permission has been originally published (in BG and EN) on a subpage of BG WP, as linked from the template. This is the first time I hear of an OTRS permission, to the best of my knowledge this permission email has never been forwarded to the OTRS team... So... I think that your second issue is resolved.

As far as the first issue, I explained the case on the undeletion request and do believe that the problem was resolved an year ago (exactly one year ago...) and I don't want to further harass Mr Gruev. Besides, as I said in the UndelReq I see no problem with releasing different copies of the same work under different licenses. Mr Gruev declared that he was aware of the GFDL conditions when giving the permission and he was fine with releasing the images under this license. Please contact him (his email provided in the undeletion request, he has a command of English), explain yourself, ask for removal of the NC notice, ask again for permission, suggest the OTRS option, whatever you like. I don't want to sound rude and belittle anyone's copyright concerns, but at present I have awfully lots of pending work on- and off-wiki and dealing with problems which seem to me already dealt, goes very low in my priority list :-) (By the way, this cafe is nothing worth mentioning, I'd even think that the image is not fully in-scope, so I am in no way advocating for this particular picture...) Hey, thanks for doing the notification. I think maybe the notice might be a bit off, in that everyone is signing here: Commons:Administrators/Inactivity section/Aug-Sep 2008, but the notice only points to Commons:Administrators/Inactivity section. I moved Magnus's note from the latter to the former. I think we need to get clarification on this, and if you have a canned note, maybe change it for next time.
