- since the face is not visible it's probably unproblematic, in most countrys legally defensible and no permission needed. But it states clearly on Commons:Criteria for inclusion "The central aim of the commons is to be a media database for the diverse Wikimedia projects. Thus, media on the commons should be (potentially) useful to some such project, private image collections and the like are generally not wanted" This is probably more a private image collection of some

Perhaps the importance of the collection is to enlighten the public. Learning of the capabilities of small photographic devices, and the actual behavioral habits of those in possession of these cameras, might prove to be of some value to some.
What constitutes 'value' should not be a point of contention at this particular location. These judgmental ideas, as in whether or not viewing the human body should be included in any discussions concerning morals, ethics, or law, are discussed in great detail elsewhere.
That people who wish to disparage and condemn the panty line-centric erotic preferences of others would find themselves looking at collections of panty lines is, however, very much location appropriate. I suggest that anyone engaging in such behavior should be viewed as a "weirdo," as it seems to be inherently hypocritical activity. Acting hypocritical is weird; it is not a typical thing to do. Looking at the gluteus maximus of women is, however, pretty typical of human behavior; my thanks to the editorial sensibilities of previous visitors.

- I don't have a problem with people looking at women's behinds. I'm just not sure that Wikimedia Commons is the place to be doing that.
