How does one fill in subnational entities?

I tried inserting the following into the CSS block at the beginning of the file – but it only fills in the countries specified, not the three U.S. states:

.uy, .es, .ca, .nl, .co, .us-co, .us-mo, .us-nv {fill: #0c50ff;}
