Hisfriendship with Franklin had led him to respect the Americans andtheir opinions. It was to a man of these characteristics that the com-munication of Egremont asking for recommendations concerning the newpossessions and the western land came. The ministry had up to this time discovered two principles for the con-trol of Indian affairs, which were improvements over the course previouslyfollowed: Halifaxs imperial control of Indian political relations andthe unity of management, and Egremonts imperial control of purchasesof land from the tribes. In regard to the first there remained to beworked out the details of management. The second principle was notsufficiently clear and definite. The protection of their hunting grounds Can. The latter found thatthe purchase of those Indian lands lying within close proximity to thesettlements was made diffcult by the necessity of obtaining permissionfrom England. The Indians complained that the pioneers were crossingthe Alleghanies and that already titles to land in this region had beengranted by the crown and governor of Virginia, and companies hadbeen formed for further settlement. Yet it was evident that this west-ward movement could not be stopped because land was actually neededfor new settlers and western colonization was being promoted by the fore-most men of the colonies.
