A new bridge superstructure is "heavy-lifted" into place as MassDOT this past weekend successfully completed the latest "Heavy Lift" project as part of the Patrick-Murray Administration's Accelerated Bridge Program to rebuild structurally-deficient bridges across the Commonwealth. Demolition work on the former River Street Bridge carrying traffic over the MBTA and CSX Railroad in Boston's Hyde Park neighborhood, seen at left, began late on Friday, April 13. MassDOT crews then moved a pre-constructed new bridge superstructure into place using specialized heavy lifting equipment, Self-Propelled Modular Transporters. Boston River Street Heavy Lift 4, April 15, 2012The transporters lifted the new superstructure, moved it along the railroad tracks below the bridge, and lowered it into position, below left. Workers paved the approaches to the bridge, and River Street reopened to traffic ahead of the already aggressive weekend schedule at 11:45pm, Monday, April 16. By using accelerated bridge construction methods on this project, MassDOT avoided more than two years of lane restrictions and reduced the period of night work. MassDOT has successfully used the "heavy lift" technique to replace bridges in Phillipston, Wellesley and Boston. Definition of "public record"
Public records are defined in A Guide to the Massachusetts Public Records Law, Published by William Francis Galvin, Secretary of the Commonwealth Division of Public Records, (Updated January 2017) at https://www.mass.gov/files/2017-06/Public%20Records%20Law.pdf on page 40, under M. Limitations of template usage
This is consistent with the statement at http://www.sec.state.ma.us/ARC/arcres/residx.htm:
Note: Works that are considered "public records" but were not created by a state or municipal government agency may be copyrighted by their author; the Supremacy Clause of the United States Constitution prevents state law from overriding the author's right to copyright protection that is granted by federal law. For example, a state agency may post images online of the final appearance of a building under construction; while the images may be "public records", their creator (eg. architecture/construction firm) retains copyright rights to the image unless the contract with the agency says otherwise. See: Government-in-the-Sunshine Manual: To what extent does federal law preempt state law regarding public inspection of records?. |
