Osgood When seven telephone expertsfrom the United States went to Tur-key, early in 1951, they found thatone of the greatest needs there wasfor more trained telephone techni-cians. They cooperated, therefore, inselecting ten young Turkish engineersto come to the United States for spe-cialized training. This group ar-rived in New York on August 2,1951, en route to Detroit. The Michigan Bell Telephone Com-pany was selected to carry outthe Turkish training program becauseit had an interdepartmental trainingprogram for new employees enteringthe supervisory ranks and because itserves a great number of widely scat-tered small communities and thusmeets many problems comparable tothose which the Turkish engineersencounter in their own country. 2o8 Bell Telephone Magazine WINTER

Ten Turkish engineers arrive in this country on August 2, ig^i. The authors of thesearticles, Messrs. Bridgman and Osgood, are the first two at the bottom of the gangway Some interesting problems pre-sented themselves soon after thetraining got under way. Uppermostin importance was the language diffi-culty, as the Turks so aptly put it.A method had to be devised to en-courage the Michigan Bell instructorsto adjust their speaking tempo andslanguage to meet the needs of theTurkish engineers; for it became ob-vious that the innate courtesy of theTurk prevented him from askingclarification questions of his instruc-tors for fear of insulting them. Amethod also had to be worked out tomake regular quality appraisals of thetraining being given. An intensive after-hour programwas continued for the entire period ofinterdepartmental training, and eventhough it required long hours andhard work on the part of the Turks,as well as those administering the pro-gram, it contributed greatly to theabili
