Rationale

• Reason: Very likely sockpuppetry vote-stacking at Commons:Quality images candidates/Archives June 2011#File:Stairs at Du Loup.jpg where a picture was nominated by User:Delay and subsequently promoted by User:Thunderflash as one of his/her first edits on Commons. On the Dutch Wikipedia both users have been blocked for sockpuppetry: Thunderflash, Delay ELEKHH^T 06:04, 19 June 2011 (UTC)

• I would say, technically speaking it is Possible that Delay = Thunderflash. It would appear that it is Likely that Thunderflash (talk • contribs • Luxo's • SUL • deleted contribs • logs • block user • block log • checkuser) = Delay1 (talk • contribs • Luxo's • SUL • deleted contribs • logs • block user • block log • checkuser) who is a Confirmed account of Delay (talk • contribs • Luxo's • SUL • deleted contribs • logs • block user • block log • checkuser).
