[edit]These files were initially tagged by David Eppstein as Copyvio (Copyvio) and the most recent rationale was: Photos merely posted on a government web site should not be assumed to be works created by the federal government. Other photos within this collection are clearly family snapshots. As an image of unknown provenance with no open license associated with it, it must be assumed to have an incompatible copyright. The copyright statement at https://www.nlm.nih.gov/copyright.html clearly warns "When using NLM Web sites, you may encounter documents, illustrations, photographs, or other information resources contributed or licensed by private individuals, companies, or organizations that may be protected by U.S. and foreign copyright laws. Transmission or reproduction of protected items beyond that allowed by fair use as defined in the copyright laws requires the written permission of the copyright owners."|source=https://cfmedicine.nlm.nih.gov/gallery/photo_76_7.html
I found a source which states "Photo credit: Ruth E Dayhoff, National Library of Medicine". In my opinion, this specific attribution to a federal employee is sufficient evidence.

- Do you have any evidence that Ruth Dayhoff was acting as an employee of the National Library of Medicine when she took this photo? (If indeed she took it rather than merely supplied a copy of it; it looks professionally-lit and she was not a professional photographer.) en:Ruth Dayhoff says nothing about employment at NLM. —David Eppstein (talk) 01:08, 20 October 2017 (UTC)
