According to Commons:Copyright rules by territory/Saudi Arabia, drawings and decorative arts are protected works. Very different license tags have been used for these files. In case of File:Flag of Jeddah, Saudi Arabia.svg we have {{PD-Saudi Arabia}} but without any proof of its public domain status. In case of applied art, 25 years must have been passed since its first publication. In case of File:Flag of Mecca.png we have {{Cc-zero}} which is invalid as the uploader is not the copyright holder. File:Flag of Mecca.svg has been uploaded with the license tag {{Cc-by-sa-all}} which is likewise inappropriate. This later changed to {{PD-shape}}. Unfortunately we have no information about the applicability of COM:TOO for Saudi Arabia. We should not assume this to be in the public domain without further information. Finally, we have File:Flag of Riyadh.svg with license tag {{Cc-by-sa-all}} which is likewise inappropriate.

Keep Why don't you delete the following images? there all marked as the CC licenses:
  • cc-by-sa-4.0
  • cc-by-sa-4.0
  • cc-by-sa-3.0 + GFDL

    Keep the flag of Mecca. It is PD-shape, though might be protected by copyright in Saudi Arabia (home country). Commons only has files which are public domain in both their home country and the United States, meaning only Wikipedia would probably be a good place to keep the file.
