Delete ArcSoft notice is a red herring and irrelevant. The issue here is that the uploader has made 93 edits on Commons of which 57 have been deleted. The nom for this DR, User:Suprapubic catheter, is a sockpuppet of the uploader. There is also the question of who owns images taken in a medical institution -- probably the institution. . Jim . . . .
