The presentation from which these images are taken was prepared by employees of Amtrak. Amtrak is not an agency of the US government; see Section 301 of this document. Thus, the images are not PD-US; lacking any evidence of other permissions, they are not free use. Additionally, the Gateway Project map has Google Maps imagery in the background and is thus ineligible for fair use due to that copyrighted background.
The rendered image of the replacement Portal Bridge may be eligible for fair use on en.wikipedia, but it does not belong on Commons. Pi.1415926535 (talk) 00:37, 9 November 2012 (UTC)
