This picture isn't CC-BY: ISAF isn't the copyright holder but the media office releasing the picture for press purposes (cf. http://www.flickr.com/people/isafmedia/), the photograph is Emilio Corrado, from Italian Army. The PD Afghanisthan rationale isn't valid: we've no element the photo has been published in Afghanistan but have elements the photo is published in Italy (it's the Italian Army) or in Belgium (NATO headquarters are at Brussels, and this is were the NATO's Public Information Office is). Do you maybe now if it is really published by Italian Army? Cause we have an OTRS Ticket that alows us to use pics published on the Italian Armed Forces Page (See Template:Italian army)--Sanandros (talk) 00:36, 22 February 2012 (UTC)[reply]
That could be a possibility.
Another possibility is the Italian army military doesn't have signed any convention to transfer copyright patrimonial rights to the military, nor a law organizes this transfer automatically and so keep them :The EXIF tags says Emilio Corrado is the author AND the copyright holder.

OK if that helps cause i thought they have a lot of work at the OTRS team. Did you find something on google? A short search only found NATO or similar pics (and of course WP and Commons)--Sanandros (talk) 22:04, 22 February 2012 (UTC)[reply]

I am Brett Lazaroff, one of the subjects in the picture. It was published through the ISAF PAO office in Kabul Afghanistan.
