This information you had to add right at the beginning, Patrick. I just now went back to the beginning of 2017 on the Facebook page (not logged in having no account) and did not find this image there!
For comparison: This image on Flickr, CIUTW2_20170804_Henning_04 | Zu Gast in Connewitz BTW 2017 (btw without CC license), is also in Der Leipziger Stadtteil Connewitz on Facebook, published 2017-08-07. This Flickr image was apparently made the same day: Christin Melcher | Zu Gast in Connewitz BTW 2017 (also not CC), but is not found on Facebook.
Picasa was dead before 2017, https://picasaweb.google.com seems not to be public without login.

I don't know why 32X made this change on the description page. Just because Joachim Schulze posted the picture on facebook, this doesn't confirm him as the author. Joachim Schulze is a politician of the Greens in Saxony who posted the picture on flickr with CC-BY-SA 2.0. --Yoda1893 (talk) 22:23, 2 September 2019 (UTC)[reply]

After that silly COM:LL claim by the deletion requester, 32X wrote to the Saxon Green Party in June and asked for further details. Anne Johannsen, leader of the bureau of the “Landesgeschäftsstelle” of the Saxon Green Party answered, the photo is from Joachim Schulze. The speedy deletion request is full of bullshit claims, which disqualifies its requester as a serious contributor. -- 32X (talk) 08:42, 3 September 2019 (UTC)[reply]
@32X: Except your vocabulary I see nothing strange with this DR. Indeed,
  • "FBMD01000aab0d0000149f0000c3180100f7250100b6400100435c01003afe0100972202000a39020038590200c92d0400" at EXIF denotes a Facebook image and Facebook images are eligible to a SD per COM:CSD#F4;
  • you found out what was obvious from the beginning: that the file has been published first on Facebook then the image from Facebook (not the original high-re one) has been uploaded on Flickr by two different people;
  • you inform us now that photographer is Joachim Schulze so may you provide an OTRS agent with the forwarded emails between you and Anne Johannsen?

No, I won't send the mail to the ORTS team because it's a waste of time. The file came from the offical flickr account of the Saxon Green Party. They named the photographer. Yoda1893 informed us, that the photographer is a member of the party. The photo is clearly not taken by a professional photographer. Using common sense, this photo is okay. If we leave the Way of Common Sense, we may come to the …
Path of Bullshit Claims: The deletion requester also requested a speedy deletion because “COM:CSD#F4, License review NOT passed: Came via Facebook; their Terms of Use are incompatible with publishing here.” I only see the German verion of their ToU, but they clearly state: “Die von dir auf Facebook und den anderen von dir genutzten Facebook-Produkten erstellten und geteilten Inhalte gehören dir, und nichts in diesen Nutzungsbedingungen nimmt dir die dir hinsichtlich deiner eigenen Inhalte zustehenden Rechte. Du kannst deine Inhalte nach Belieben mit anderen teilen, wo immer du das möchtest.” It's in no way prohibited by Facebooks Terms of Use to Joachim Schulze to post his photos elsewhere. He gave them to the green party, they posted them on their flickr account, everything is fine. We don't need an internet troll here to play the rules. BÜNDNIS 90/DIE GRÜNEN Sachsen has not the right to copy an image from Facebook and put it under a CC license because, as we agree boths in English or in German, Facebook ToU are incompatible with CC. BÜNDNIS 90/DIE GRÜNEN Sachsen has the right to upload it's own pictures at Facebook as well as on any other website when they are the actual author.
