Maybe not, but is allowed because of C-SPANs policy “Individuals are permitted to use C-SPAN video coverage of federal government events on a non-commercial public Internet site so long as C-SPAN is attributed as the source of the video.” GameOfAwesome (talk) 19:39, 16 November 2023 (UTC)[reply]

Releasing free works under licenses that permit commercial use enables new applications by individuals and small businesses that would have been impossible before, producing value for everyone. Fair use imposes too many restrictions. The GFDL is accepted, but impractical.
