The [[:Files from gov.ro did not indicate any restriction to reproduce materials from this site at the time of upload to Commons. If they are dead/404 now you just have to take my word for it :)
If the ©-statement from 2008 by the Romanian Government does not meet the criteria of {{Attribution}}, could you think of another way that would be rightful and thus avoid deletion?
