The Wang Jingwei regime was founded in 1940 after Japanese troops occupied east China. It was dissolved in 1945. China has always claimed east China and has never recognized the Wang Jingwei regime.

As China has always claimed east China and never recognized the Wang Jingwei regime, any copyright of Wang Jingwei regime stamps would have expired no later on 1 January 1996. China limits corporate copyright to 50 years since publication, and it is no longer known who designed the stamps.
